First identify what the tender is asking
For an in-scope central-government procurement, PPN 006 normally makes the Carbon Reduction Plan a condition of participation: evidence of technical ability that must be satisfied to remain in the process. Other NHS, local-government, framework and private buyers can ask for similar evidence under their own documents. Check the exact question, named policy, reporting period and upload or publication instructions before producing anything.
Pass/fail participation is separate from social-value scoring
The Cabinet Office PPN 006 assessment guidance sets pass/fail conditions for the required plan and declarations. Its official FAQ is explicit that this measure is separate from the Social Value Model. A tender may later score contract-specific environmental commitments at the award stage, but that does not mean every Carbon Reduction Plan carries a universal “10% Net Zero weighting”. Answer each requirement in the stage and format the buyer specifies.

Build the evidence before the deadline
Gather energy, fuel, vehicles, travel, waste and the required Scope 3 data early enough to resolve gaps. Use the current UK Government conversion factors, keep the source records behind each total, and follow the official Carbon Reduction Plan template. The final plan needs factual review and board or equivalent approval before publication.

Common questions
Do all public-sector tenders require a Carbon Reduction Plan?
No. PPN 006 applies to defined central-government procurements above the threshold where the condition is relevant and proportionate. Other buyers may request a plan contractually. Read the notice and tender documents for the specific procurement.
Does a Carbon Reduction Plan automatically receive a 10% social-value score?
No. Under PPN 006 the Carbon Reduction Plan is a condition of participation, assessed separately from the Social Value Model. A procurement may include scored environmental award criteria, but their weighting and required response are set by that tender.
Can I reuse a published plan for more than one tender?
Often yes, if it covers the correct bidding entity, remains current and meets each tender’s stated requirements. Some buyers may request a particular reporting period, direct upload, clarification or contract-specific evidence, so verify every notice.
