Who normally needs a Carbon Reduction Plan?

For UK central-government procurements advertised from 24 February 2025, PPN 006 is normally applied to contracts worth at least £5 million per year including VAT where the condition is relevant and proportionate. The plan is evidence of technical ability at the participation stage. It is not a universal requirement for every company, SME or public-sector bid.

WPPN 006 uses a £6 million contract-value threshold for relevant Welsh public procurements and encourages a risk-based approach below it. NHS England has separate requirements, including an expanded regime from 1 April 2027. The buyer and tender pack determine which rule actually applies.

The tender wording beats a generic checker

An express requirement in the conditions of participation, framework documents or selection questionnaire matters even when a headline threshold looks different. Read the named standard, bidding-entity definition, reporting period, sign-off requirement and submission method. If the wording asks for broader environmental or social-value evidence, do not assume a CRP answers it.

What to do when a plan is likely required

  1. Confirm the regime, deadline, bidding entity and required reporting period.
  2. Gather energy, fuel, fleet, travel, waste, commuting and relevant transport evidence.
  3. Calculate the required emissions using the current official conversion factors.
  4. Document targets and reduction measures that the supplier can deliver.
  5. Obtain board or director-level approval and publish the final plan as instructed.

Common questions

Is a Carbon Reduction Plan mandatory for every UK business?

No. A CRP is normally triggered by a procurement policy or by the buyer’s own tender documents. PPN 006, WPPN 006 and NHS requirements have different scopes, thresholds and proportionality rules.

Does PPN 006 apply below £5 million per year?

The main PPN 006 policy trigger is above £5 million per year including VAT, where relevant and proportionate. Buyers can still request carbon or environmental evidence under another policy or contractual requirement, so check the tender pack.

Can the checker confirm that I am exempt?

No. It provides conservative policy triage from the answers entered. Only the buyer’s final procurement documents and clarifications can confirm what evidence that procurement requires.
