What a compliant template has to contain
A Carbon Reduction Plan for a public-sector bid is not a free-form document. The Cabinet Office official Carbon Reduction Plan template sets the structure. To satisfy PPN 006 it has to follow a set structure: a commitment to Net Zero by 2050, your baseline emissions footprint, your current-year emissions, your reduction targets, the carbon reduction projects you have completed and planned, and a sign-off at director level. Names the bidding supplier and states its public UK Net Zero target of 2050 or earlier.

Why a blank downloadable template is only half the job
A blank downloadable template can show you the headings, but the hard part is what goes inside them. Every emissions figure has to be worked out from real activity data and the current UK Government conversion factors, split correctly across Scope 1, 2 and 3, and totalled in tonnes of CO2 equivalent. Get a factor out of date or a scope in the wrong place and the numbers stop being defensible. A static template gives you the shape of the document. It does not do the carbon accounting, and it does not check itself for compliance.
Use the official template together with the technical standard. The standard explains the reporting boundary, required Scope 3 categories, publication and approval requirements that the headings alone cannot convey.

Is a blank downloadable template enough to pass PPN 006?
A blank template gives you the correct structure, but the plan still has to contain accurate emissions figures across Scope 1, 2 and 3, calculated from the current UK Government conversion factors, plus real targets and a director sign-off. A static file does not do the carbon accounting or check itself for compliance, which is where many non-compliant plans come from.
Are the numbers in my plan calculated or written by AI?
Every emissions figure is computed by a deterministic engine against the current DESNZ and DEFRA conversion factors. The AI only drafts the narrative around those numbers, using your company voice settings. It is never allowed to change a figure.
Can I see the plan before I pay?
