What WPPN 006 is

WPPN 006 is the Welsh Procurement Policy Note that asks suppliers to publish a Carbon Reduction Plan when bidding for larger Welsh public-sector contracts. It is the Welsh counterpart to PPN 006 used by UK central government, and it follows the same Carbon Reduction Plan structure. The difference is the context it sits in: the Welsh public sector is working towards Net Zero by 2030, a decade ahead of the wider UK 2050 commitment.

How it differs from PPN 006

In practice the document you produce is very similar. You still report Scope 1, Scope 2 and the required Scope 3 categories, still set reduction targets, still describe your carbon reduction projects, and still sign off at director level. What changes is the framing and the references: a Wales plan cites the Welsh policy, reflects the public-sector Net Zero by 2030 goal, and points to gov.wales rather than UK central-government guidance.
